About the Role: The Proposal Manager at Spear AI will lead and coordinate the complete lifecycle of government proposal submissions at the local, state, and federal levels. This role requires exceptional organizational skills, attention to detail, and the ability to collaborate effectively across multiple teams to produce high-quality, compliant, and strategically compelling proposals. Candidates should possess a technical understanding or mission experience to effectively articulate Spear AI's unique capabilities and value propositions to prospective customers.

ABOUT THE JOB

Primary Responsibilities: Establish and manage comprehensive proposal processes, including timelines, reviews, and team coordination, to ensure timely, compliant, and high-quality submissions. * Lead multiple concurrent proposal efforts across various government solicitations including Requests for Proposals (RFPs), Requests for Information (RFIs), White Papers, Grants, Broad Agency Announcements (BAAs), Task Orders, IDIQ contracts, Other Transaction Agreements (OTAs), and SBIR/STTR programs. * Ensure strict compliance with procurement regulations such as the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), General Services Administration (GSA) schedules, and Government-Wide Acquisition Contracts (GWACs). * Research and identify strategic government opportunities aligned with Spear AI's business objectives. * Develop deep product and capability knowledge to independently draft compelling technical and operational content for proposals and white papers. * Coordinate closely with internal teams including Business Development, Engineering, Legal, and Finance to ensure proposals meet operational, compliance, and strategic requirements. * Manage collaborative proposal efforts with prime contractors and subcontractors, ensuring strategic alignment. * Continuously refine and optimize Spear AI’s proposal development processes and best practices to enhance competitiveness and operational efficiency.

RESPONSIBILITIES

QUALIFICATIONS

  • Bachelor’s degree from an accredited institution.
  • 4+ years managing local, state, and federal government proposals.
  • Extensive knowledge of government procurement processes, contract vehicles (RFP, RFI, RFQ, SBIR/STTR, IDIQ, GWAC, BAA, OTA, CRADA), and regulatory frameworks (FAR, DFARS).
  • Proven ability to simultaneously manage multiple proposal submissions and consistently meet deadlines.
  • Excellent written and verbal communication skills with the ability to clearly articulate complex ideas.
  • Experience with maritime defense, intelligence, or national security agencies (preferred).
  • Familiarity engaging government contracting officers and procurement officials (preferred).
  • Experience managing proposals involving prime contractors and complex government solicitations (preferred).
  • Familiarity with cooperative purchasing agreements and various procurement processes (preferred).

ADDITIONAL ELIGIBILITY

Required Experience: Bachelor’s degree from an accredited institution. * 4+ years managing local, state, and federal government proposals. * Extensive knowledge of government procurement processes, contract vehicles (RFP, RFI, RFQ, SBIR/STTR, IDIQ, GWAC, BAA, OTA, CRADA), and regulatory frameworks (FAR, DFARS). * Proven ability to simultaneously manage multiple proposal submissions and consistently meet deadlines. * Excellent written and verbal communication skills with the ability to clearly articulate complex ideas. * Preferred Experience: Experience with maritime defense, intelligence, or national security agencies. * Familiarity engaging government contracting officers and procurement officials. * Experience managing proposals involving prime contractors and complex government solicitations. * Familiarity with cooperative purchasing agreements and various procurement processes. * Education - Required: Bachelor's degree from an accredited institution. Preferred - Advanced degree in business, communications, defense technology, maritime operations, or related fields.

OTHER

U.S. Citizenship or Permanent Resident (Green Card) required. Placement will reflect experience, proficiency, and relevant qualifications.
