This position is within the Technical Services Field Office (TSFO), Naval Criminal Investigative Service (NCIS). NCIS is a second echelon command assigned the mission of fulfilling the investigative, counterintelligence, counterterrorism, cyber, and physical security responsibilities of the Department of the Navy (DON). NCIS consists of a headquarters, Field Offices, and over 140 field components worldwide. NCIS is made up of over 2,000 professional, technical, and support personnel. NSD employs a wide array of offensive and defensive capabilities to detect, deter, and neutralize intelligence, terrorism, and cyber threats against U.S. Navy and Marine Corps forces worldwide. This position is for a Telecommunications Specialist who will operate at the SME-level in providing effective execution of strategic, operational, and tactical actions in support of NCIS’ operations and investigations.
The incumbent serves as a Telecommunications Specialist within the Technical Services Field Office (TSFO), under the Global Operations Directorate (Code 02G). The OTS is responsible for providing advanced technical surveillance and operational communications support to NCIS criminal investigative, counterintelligence, and security operations. The incumbent is responsible for the planning, designing, developing, installing, maintaining and administration of Land Mobile Radio (LMR) and wireless communications systems and programs to meet NCIS' ability to communicate and coordinate with base, state, and local first responders in support of the agency's criminal, counterintelligence and force protection missions. II. MAJOR DUTIES AND RESPONSIBILITIESThe incumbent serves as the NCIS LMR and wireless telecommunications technical advisor. The incumbent conducts preliminary analysis and feasibility studies in order to identify user requirements, integrates management issues and objectives, and provides alternate solutions. The incumbent is responsible for analyzing existing or proposed telecommunication systems, services and capabilities; and identifying shortfalls, problems, or specific issues; recommending solutions or improvements; and takes necessary action to ensure correct alignment or integration of appropriate telecommunications systems. The incumbent develops acquisition, repair and implementation plans for all NCIS radio communication needs. Conducts studies of communications systems, services, and capabilities; evaluates current and proposed systems; and proposes changes; and based upon studies and the analysis of NCIS requirements, develops technical specifications for equipment. Researches, reviews, and advises on adoption of approved standards and means to ensure accurate integration and interoperability of specified communications systems. The incumbent monitors and reviews new technological developments in an effort to improve the efficiency and effectiveness of LMR communication systems. Develops plans and presents recommendations for new equipment based upon new technology. The incumbent is responsible for advising management on radio communication services and equipment purchasing decisions, conducting systems planning, operational implementation and establishing maintenance policies. The incumbent maintains current knowledge of other equipment that could be used during emergencies. Responsible for developing mid and long-range telecommunications plans and budget requirements. Through the analysis of current and future telecommunications equipment, repair, and contracting and network service requirements, develops estimates and justifications for services, budget and purchasing. Reviews goals and objectives that need additional emphasis and makes recommendations for resolving equipment and budget shortages. The incumbent serves as a technical expert and provides management officials and department heads with an authoritative interpretation of policy on wireless services and products. The incumbent analyzes current and proposed Federal, Department of Defense (DoD) and DON policies, regulations and directives concerning the use of commercial wireless devices, services, and technologies. The incumbent develops and makes recommendations regarding NCIS policies and issues associated with the LMR Communications Network and concerning the use of commercial wireless devices, services and technologies. The incumbent develops and provides instructions to NCIS Special Agents and other personnel regarding the capabilities, operating procedures, and safety precautions for components, systems, and techniques utilized with all radio communications equipment. The incumbent provides hands on support and coordination concerning equipment operations and NCIS worldwide radio frequency communications network. The incumbent evaluates equipment performance; ensures upgrades are conducted; and utilizes troubleshooting skills to identify equipment problems and either repairs equipment or contracts out repair to issuing vendor or repair facility. Conducts necessary system testing, evaluation, and maintenance of NCIS worldwide radio frequency communications network. Develops methodologies and protocols to deliver tactical radio communications over secure Internet links, video teleconferencing circuits and direct connections to command and control centers. Designs appropriate architecture and implementation strategy to achieve enhanced operability between tactical radio systems and agency cellular telephone assets. The incumbent develops telecommunications plans for operations, protective service missions, and special events. The incumbent assists individual field offices and specialized operational units determine their radio communications requirements. Conducts liaison with DON, DoD, and other Federal, state, and local law enforcement, fire departments, and medical mobile radio networks/frequency coordinators in order to ensure interoperability, and validation of approved networks/frequencies. When requested, provides on-scene telecommunications support to criminal operations, protective services operations, and special events. Provides installation and maintenance support of deployed radio communication systems. On a case-by-case basis, provides communications support to other Federal and DoD law enforcement organizations. Identifies specific tactical/expeditionary communications needs and conducts research to further the quality of the support provided by the Technical Services Field Office. Ill. FACTORSFactor 1- Knowledge Required by the Position Expert knowledge of wireless technology to include cellular, radio (relating to law enforcement applications), satellite systems and services, and all aspects of planning and coordination for the implementation of such systems and services. Expert knowledge of radio, radio frequency (RF) propagation, RF spectrum management, and related issues within the wireless arena. Maintains an in-depth knowledge of the planning, design, engineering and technical evaluation of communications systems (including voice, data, radio, secure communications technologies (classified and unclassified)). Knowledge of NCIS missions, function and organizational relationships of the various NCIS departments and NCIS operational field units. Knowledge of program management concepts and techniques to plan, control, schedule, allocate resources, and formulate costing of major programs. Ability to plan, schedule, control, and conduct various activities and projects simultaneously. Ability to analyze, conceptualize, and apply wireless system solutions and principles to complex problems; to evaluate the capabilities of equipment, and to relate existing agency needs to rapid changes in program operations and technological advancements. Ability to communicate effectively in written and oral presentations. Ability to establish and maintain effective working relationships throughout all levels of the organization, other Federal, state, local agencies and the private sector. Ability to design, develop, monitor, coordinate, and conduct technical and operational test/evaluations of communications equipment, systems, and enterprise networks. Ability to review and identify wireless/land mobile radio communications solutions and systems in relation to the operating requirements of the NCIS worldwide radio communications system. Ability to plan expansions of the NCIS worldwide wireless/land mobile radio communications systems to satisfy future agency needs. Ability to integrate the various modes of wireless/radio communications, equipment suites, system technologies, and requirements in order to implement standardized designs into a comprehensive worldwide radio communications infrastructure. Ability to research and prepare specifications for equipment purchases, technical evaluations, and service contracts. Develop procedures, plans and policies that provide guidance for both short and long term projects involving the communications needs of the NCIS worldwide radio communications systems. Ability to manage radio frequency spectrum requirements for the NCIS worldwide wireless/land mobile radio networks. FACTOR 2 - SUPERVISORY CONTROLS The incumbent is under the immediate supervision of the Tactical Communications Program Manager, TSFO who provides assignments in terms of broadly defined missions or objectives. The supervisor provides administrative direction and sets overall objectives in consultation with employee, allowing latitude for some objectives to be expressed in broadly defined terms. The incumbent is responsible for planning and carrying out the work in accordance with agency mission and priorities. The incumbent interprets policy and develops guidance on own initiative in terms of established objectives. Incumbent resolves the vast majority of conflicts that arise; integrates and coordinates work of others as necessary; often coordinates with experts outside the organization. The supervisor is kept informed of work progress and on controversial or unusual issues or conditions. Completed work is reviewed from overall standpoint in terms of feasibility, compatibility, meeting requirements or achieving expected results. FACTOR 3 - GUIDELINES The incumbent will perform NCIS electromagnetic spectrum management under the guidelines of the NTP-6 Naval Telecommunications Spectrum Management Manual, and within the current OPNAV directives promulgated by the Navy-Marine Corps Spectrum Office (NMCSO). Both CON US and OCON US frequency coordination will be conducted through the designated Regional Spectrum Management Office (RSMO). When conducting joint operations with U.S. law enforcement partners, overseas U.S. Government agencies, or participating in activities with host nations, the incumbent will ensure that proper frequency, policy, and procedural coordination is fully adhered to. The incumbent develops and implements recommendations regarding NCIS policies and issues associated with the use of the USN Enterprise Land Mobile Radio (ELMR) communications network, and the operational use of commercial wireless devices, services and technologies. The position requires continual coordination with the various USN ELMR system administrators, and Marine Corps equivalents. It will also be the responsibility of the incumbent to ensure proper coordination with non-DoD radio network administrators on any system that NCIS has received permission to operate on. The position requires a comprehensive understanding of current telecommunications regulations and guidelines, and the ability to seamlessly adapt agency operations to future changes. FACTOR 4 - COMPLEXITY The incumbent recommends changes to the LMR and wireless telecommunications programs as a result of statutory or regulatory requirements, advancements in technology, or demonstrated deficiencies in capabilities. The work typically involves evaluation and/or introducing new techniques and technology. The incumbent accomplishes special assignments involving many facets of the telecommunications arena. This includes determining appropriate hardware and software platforms, ensuring compatibility with existing and projected systems, and identifying all pertinent operations and maintenance factors involved. The incumbent develops emergency communications plans and procedures. Performs cost benefit analysis for telecommunications equipment and systems. Independently judges and evaluates telecommunications requirements which are new to NCIS, devises solutions, and, as required, does extensive research and coordination with vendors, installation activities, and other DoD commands oragencies. The incumbent determines ways to enhance NCIS' radio and wireless telecommunication capabilities. The incumbent uses a wide variety of methods to evaluate alternatives and arrive at decisions or recommendations. FACTOR 5 - SCOPE AND EFFEECT The work of this position involves analyzing and resolving a variety of unusual telecommunications problems. The work affects NCIS' LMR and wireless telecommunications equipment, operations and maintenance practices throughout the agency. The work performed by the incumbent contributes to the development of solutions to telecommunications problems in a variety of physical and environmental circumstances. The incumbent develops alternatives and options to meet a variety or requirements and conditions. The recommendations and technical interpretations made by the incumbent affect the level of telecommunications funding required by the agency to meet mission objectives. The incumbent makes proposals that frequently cut across geographical and component lines within DON and DoD, as well as impacting the budgets and programs of other agencies. The position resolves spectrum usage conflicts, identifies program procedural shortcomings and assures policy and procedural compliance. Work impacts a wide range of activities in a broad cross section of communications requirements. FACTOR 6 - PERSONAL CONTACTS and FACTOR 7 - PUROPSE OF CONATACTS Regular personal contacts are with technical specialists in other agencies and organizations, contractor personnel, management and functional users located throughout the world. Occasionally, contacts are with high level officials and information experts within DoD, DON, and other Federal agencies. The purpose of contacts is to provide interpretation, guidance, and troubleshooting assistance including the analysis and resolution of problems. In many cases the rationale for the management governing policies must be justified, defended, and the serviced customer or personnel persuaded of the rationale and possible adverse effects of not complying with the policies as written. FACTOR 8 -PHYSICAL DEMANDS The work is mostly sedentary. Some walking, bending, and carrying of light equipment may be required. FACTOR 9 -WORK ENVIRONMENT Work is normally performed in an office setting, except for visits to sites to coordinate, perform system implementation, maintain equipment, or conduct site surveys to inspect facilities. This setting requires an awareness of potential hazards associated with the presence of electronic and mechanical equipment. This includes occasional exposure to high voltages, chemical compounds, and various power tools used in physical fabrication of communications hardware. Exercise of normal safety precautions minimizes any potential hazards.
Participant will directly support sensitive investigations, operations, and activities across the full spectrum of NCIS mission sets. Members of TSFO will assess the participant’s ability plan, develop, coordinate, implement, and manage throughout the program.

CONDITIONS OF EMPLOYMENT The incumbent must be able to obtain and maintain a Top Secret Security Clearance based upon a Single Scope Background Investigation and be eligible for Sensitive Compartmented Information (SCI}. This position has been identified as a Testing Designated Position. The incumbent must submit to and pass a drug test prior to appointment, and is subject to random drug testing thereafter.
