Human Resources Specialist III, State of Hawaii, Department of Human Resources Development
Performs moderately difficult work of a technical nature in one or more of the functional areas of human resources management (i.e., Classification and Pay; Recruitment, Examination and Placement; Training and Employee Management Training; Human Resources Administration Services; and Labor Relations); and performs other related duties as assigned.
ABOUT THE JOB
Duties include the establishment and mainteance (including review, analysis and revision) of a sound classificaiton system, establishment of minimum qualifications, the classificaion of authorized positions into approved classes and levels following guidliens of the Department of Human Resources Development, and the designation to bargaining units or exclusions there from; the establishment and maintenance of a sound compensation plan and hte pricing of classes to maintain equitable salary range relationships, and the determination of recruitment differentials; the development, coordination and execution of recruiting policies designed to assure a supply of qualified candidates to mee the State's needs; the development and use of examining tools, methods and techniques designed to validly differentiate betweeen candidates; the development, establishment and maintenance of sound employee development program desinged to incrase the effectiveness of each employee in his position and to develop additional resources of well-trained and highly-motivated employees for promotion or reassignment to new or higher-level positions within the State; the development of sound employee-management relations programs and the furnishing of guidance and assistance to all levels of management designed to provide orderly channels of communication between employees, supervisors and top-management officials and employee union represenatives and management, which will give due weight to the needs and requirements of management and the welfare of the employees; the interpretation of collective bargaining contracts, the settlement of grievances, and servicing of the State's negotiating team; and a continuing analysis and review of human resource policies, programs, practices and records for the purpose of developing effective and efficient courses of action to meet the changing needs.
RESPONSIBILITIES
- Establishment and maintenance of a sound classification system, including review, analysis, and revision.

- Development and use of examining tools, methods, and techniques to validly differentiate between candidates.
- Development, establishment, and maintenance of sound employee development programs.
- Interpretation of collective bargaining contracts, settlement of grievances, and servicing of the State's negotiating team.
QUALIFICATIONS
- Graduated from an accredited four-year college or university with a bachelor's degree or possess equivalent work experience.
- Specialized work experience in one or any combination of human resources management areas.
- Ability to write clear and comprehensive reports and other documents.
- Ability to read and interpret complex written material.
- Ability to solve complex problems logically and systematically.
ADDITIONAL ELIGIBILITY
Must have graduated from an accredited four year college or university with a bachelor's degree or possess excess work experience as described under the Specialized Experience (1 1/2 years for level III) or any other progressively responsible administrative, professional or other analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality to assure the possesion of comparable knowledge, skills and abilities. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically. Specialized work experience of professional work experience also required in one or any combination of human resources management also required for this level.
