Provides administrative support to the station’s Commander and staff. Performs a variety of administrative support functions associated with information flow, military and civilian personnel, mail, and timekeeping.
MAJOR DUTIES:1. Receives all visitors and incoming command telephone calls. Determines nature of call or business of visitors and takes appropriate action. Refers business matters and visitors to appropriate section/supervisor. Provides, administrative and unclassified, information to callers upon determination of their right to receive it. Ensures dissemination of information to responsible staff personnel who can satisfy the request. Determines those that can be acted upon personally and takes necessary action. Reviews incoming correspondence to include email, local intranet/other networks (e.g., MEPNET), publications, regulations and directives which may affect the office. Responds to requests for information concerning office functions.Serves as primary or alternate publications and forms clerk responsible for ordering and distribution of those products. Determines publication’s importance or staff interest and refers them accordingly.2. Acts as the primary civilian and military personnel systems administrator for employees of the MEPS. Provide advice and guidance to staff personnel concerning such matters as time and leave procedures, travel vouchers, and reporting and correspondence procedures. Ensure incoming civilian and military personnel are provided instructions for processing in the MEPS and are scheduled for appropriate in-briefs, training and office calls IAW timelines of appropriate regulations. Maintains and updates the joint personnel system, as military and civilian personnel arrive or depart. Coordinates with the Civilian Personnel Advisory Center (CPAC) to ensure newly assigned personnel attend the mandatory New Employees Orientation. Assists newly assigned personnel with accessing and enrollment into the Army Benefits Center. Ensure incoming civilian and military personnel are provided instructions for processing in the MEPS and are scheduled for appropriate in-briefs, training and office calls IAW timelines of appropriate regulations. Verifies newly assigned personnel are briefed on their entitlement to benefits (e.g., life, health insurance, and Thrift Savings Plan).Serves as the Commander’s Point of Contact on civilian personnel matters, requirements and suspenses. Initiates, forwards and follow up on Requests for Personnel Actions (SF 52). Acts as the civilian personnel liaison between the Command, CPAC, and Civilian Personnel Records Center (CivPRC) on matters related to personnel actions (e.g., assignments, reassignments, transfers, details, promotions, retirements, LWOP, AWOL). Prepares, reviews, tracks, and forwards civilian performance appraisals to the civilian personnel office for processing. Ensures timely submission and tracking of civilian monetary awards.Reviews and routes award packets for military and civilian personnel. Tracks military evaluations and ensures that the evaluations are submitted on time to higher headquarters and/or the appropriate military servicing office. Prepares personnel documents for military members such as automated reports, personnel asset inventories, and other reports as required. Maintains a control log whereby leave and passes are tracked. Forwards approved leave requests to the servicing finance unit and monitors to ensure leave dates are correctly processed.Serves as timekeeper for the Defense Civilian Payroll System (DCPS). Provides advice to all supervisors concerning such matters as time and leave procedures. Receives, transfers, and processes electronic time and attendance data files. Inputs time and attendance and data and work schedules. Receives, researches, and coordinates resolutions to inquiries relating to employee pay matters as it relate to time, attendance and MEPS initiated personnel actions. Maintains civilian time and attendance reports for assigned civilian personnel ensuring all appropriate entries into the DCPS. Coordinates with higher headquarters customer service representative to initiate remedy tickets on more complex issues requiring the Defense Finance and Accounting Service assistance.Prepares monthly reports to higher headquarters regarding joint personnel, operational, and unit information. Maintains personnel listings of all staff employees.Prepares and maintains functional files per relevant information management system. Organizes and maintains files, records, manuals, handbooks, media, and other related materials.3. Maintains Commander’s calendar and schedules headquarters’ leadership key appointments and meetings based upon supervisor guidance, personal knowledge of leadership workload, and current issues of importance. Maintains control records on incoming correspondence and action documents and follows-up on work in progress in order to insure timely reply or action. Obtains clarification of instructions from originating offices or appropriate focal points.Monitors required actions and informs Commander of their status. Reminds leadership of appointments and briefs on the matters to be considered before the scheduled meeting. Relays instructions and messages from supervisor to subordinate organizations in a clear and tactful manner. Anticipates Commander’s need for information and systematically prepares material immediate availability.Reviews documents prepared for Commander’s signature or coordination. Ensures compliance with established with regulations, grammar, format, and special policies of the office. Provides guidance and assistance to staff personnel to ensure compliance with known policies, or when correspondence guidelines have not been followed. Composes and prepares responses to routine inquiries. Tracks and prepares correspondence required for the Command sponsorship program. Relays instructions and messages from supervisor to subordinate organizations in a clear and tactful manner.4. Picks up and receives mail from the U.S. Post Office. Screens incoming mail IAW current security requirements. Sorts, opens, and routes all incoming mail to the appropriate section. Meters mail for post office delivery. Screens outgoing mail to assure that they are in proper format and assembled and addressed in accordance with appropriate regulations. Ensures mail conforms to Army and DoD Postal regulations. Delivers outgoing mail to the U.S. Postal Service. Receives, logs in, and distributes packages from private parcel shipping companies (e.g., FEDEX, UPS, DHL). Delivers packages to the appropriate section and/or individual. Processes packages for shipments. Delivers outgoing packages to the designated area for pick up. Tracks packages to ensure timeliness of delivery.5. Performs typing and other word-processing duties using of a variety of office automation systems, software, and technologies.Performs other duties as assigned.
