Research Analyst
OFFICE OF TRADEThe incumbent serves as an expert analyst and advisor to management preparing andpresenting technical briefings, white papers, executive summaries, and other communicationsnecessary to achieve OT goals and objectives. Examines and develops solutions for OTleadership. Identifies potentially conflicting requirements from various organizations and workswith leadership to communicate the need to de-conflict and prioritize OT requirements. Worksclosely with stakeholder organizations to ensure relevant and appropriate solutions aredeveloped for identified challenges. Applies advanced concepts of operations research, statistics, and scientific methods andtechniques in identifying and solving a variety of complex challenges. Advises and developsstrategies on measurement of the design, development, deployment, maintenance, andenhancement of large-scale, advanced projects. Works on tasks that are unique and verydifficult to define, requiring unconventional approaches and the application and adaptation ofsophisticated analytical techniques. Responsible for investigative studies involving thedevelopment or application of methodologies, which extend beyond the present state-of-threator involve and require highly original and imaginative approaches. Performs quantitativeand qualitative analysis, data quality assurance, and develops graphics and reports based onthe analysis and interpretation of formative and summative operational and managementprogram statistics and capabilities. Serves as project or team lead as required to complete ormanage major projects within the OT. Manages operations research studies of manpower allocation efforts. Reviews, analyzes, andrecommends actions for major organization concept plans, changes, reorganizations, andreallocation of positions. Formulates and develops plans and objectives pertinent to effectiveand efficient workforce management to include manpower programming, organization missionreview, and manpower requirements determinations. Uses in-depth technical knowledge ofquantitative methods and theories to evaluate the validity of proposed and ongoing workforcemanagement efforts. Liaisons with other federal, state, and local agencies and organizations for the purpose ofexchanging information and collaborating in support of operations research efforts. Serves asOT's primary representative on operations research matters with those entities. Initiates andorganizes the general arrangements for information sharing and conducting studies. Finalagreements handled by the incumbent are subject to administrative approval but are notsubject to review from a technical aspect. Serves as the technical authority in the assignedareas of operations research. Organizes and chairs subgroups or panels of subject matterexperts to address specific technical problems or issues (e.g., model selection, data collection,data transformation, and data analysis) involving study planning and execution, report findings,and recommendations to the tasking body. Prepares or directs the preparation of memoranda,technical reports, and briefings embodying the results of individual and team work oraddressing specific topics identified by the supervisor. Presents briefings to senior leaders andexecutive-level decision makers. Conducts front-end definition of problems, issues, andquestions to ensure requests for analytical support are clear and pertinent. Prepares studyplans for studies being conducted or statements of work for studies being contracted. Performs other related duties as assigned.

QUALIFICATIONS
- In-depth technical knowledge of quantitative methods and theories.
- Ability to perform quantitative and qualitative analysis, data quality assurance, and develop graphics and reports based on analysis.
- Experience in managing major projects and leading teams.
- Capability to prepare technical reports, memoranda, and briefings, and present findings to senior leaders and executive-level decision makers.
