Correspondence Analyst

This detail is a Correspondence Analyst at the Department of Homeland Security (DHS), Cybersecurity Infrastructure Security Agency in the Chief of the Contracting Office (COCO).The mission of CISA within DHS is to lead the national effort to protect and enhance the resilience of the nation's physical and cyber infrastructure. The CISA Contracting Office is responsible for procurement and administration of all non-classified contracts and agreements) for the Cybersecurity and Infrastructure Security Agency (CISA) and works closely with requiring offices located across the CISA footprint.
ABOUT THE JOB
• Performs research, analytical, data acquisition, data analyses, and issues analyses assignments. Reviews incoming correspondence in relation to organizational functions and program responsibilities to determine officials responsible for preparing responses and those who should contribute to responses, or provide background information or enclosures. Obtains and compiles past correspondence and reports, and recent news items pertaining to subjects of correspondence, and provides package to involved officials. Keeps track of time frames and progress for developing responses. Coordinates exchanges of information and joint activities with staff members of other component organizations, and of agencies having related functions, to exchange and discuss information needed for composing correspondence, and for audits and reviews. • Detailee provides procedural and technical advice, interpretations, and guidance to staff, managers, and senior leadership regarding the preparation of written materials, workflow, and clearance processing to ensure timely responses. Maintains effective, productive relationships with DHS Components to ensure requests for information are assigned and routed to the appropriate officials for review, tracking, and timely responses. • Detailee provides knowledge of information sources and research methods to develop information on the programs and policies of the Department in order to develop information for correspondence, briefings, testimony, and other written documents for the managers and senior leadership. Ability to write, edit, and complete knowledge of editorial policies and clearance practices of the office to serve as a resource to staff who provide written input to managers and senior leadership.• Ability to coordinate, consolidate, and edit the work of others. Finished products are frequently developed for senior managers within the office and include documents such as testimony presented to Congress, responses to Congressional Inquiries concerning DHS policy and programs, and reports on major program efforts.• Ability to communicate effectively in writing to compose responses to incoming inquiries, suggest appropriate responses, provide status reports and suggestions.• Knowledge of the programs, goals, and operations of the office in order to effectively support its work by providing needed information, data, statistics, and information to finalize responses to requests for information.• Assignments contain a variety of information, research, and writing tasks dealing with DHS policy and program initiatives requiring the application of standard practices to new situations that require the modification of standard guidelines to incomplete or conflicting data. The incumbent must explain these conflicts their relationship to other agency policies, objectives and functions to ensure that responses to requests for information are adequately addressed in materials submitted by component organization staff. Since audiences may not be aware of review or changed programs or policies or may not agree with the proposals, presentations must be clear, persuasive, and specifically tailored to ensure conformance with polices and initiatives.
