Intelligence Research Specialist
MULTIPLE (3) VACANCIES FOR THIS ANNOUNCEMENT. THIS ROLE IS IN PERSON IT ARLINGTON, VA. Focuses on integrated operations across the Agency extending to Regional CISA elements, intelligence, operational planning, and mission execution with focus on risk mitigation and response efforts. Mission is to protect Homeland/domestic threats to Cybersecurity and Physical security (programs) with special attention to National Critical Functions. IOD support strengthens the capabilities of the Nation's intelligence agencies to furnish timely, accurate, and insightful intelligence on the capabilities and intentions of foreign powers, including international terrorist groups. IOD support efforts protect critical infrastructure; defeat terrorists and disrupt their capabilities; prevent the proliferation of weapons of mass destruction; penetrate and analyze the most difficult targets of interest to the U.S.; identify and disrupt counterintelligence threats; maintain the security of Federal cyber networks; and provide strategic warning on issues of geopolitical and economic concern. • Maintains knowledge of applicable National intelligence policies, regulations, and compliance documents specifically related to cyber and infrastructure defense.
ABOUT THE JOB
MULTIPLE (3) VACANCIES FOR THIS ANNOUNCEMENT. THIS ROLE IS IN PERSON IT ARLINGTON, VA. • Analyzes data/information/intelligence from one or multiple sources to conduct preparation of the environment, respond to and generates requests for information (internal/external to CISA), and submit intelligence collection and production requirements in support of CISA planning and operations efforts to I&A and the broader Intelligence Community. • Briefs leadership and other members internal/external to CISA on threat and/or target current situations and develops assessment plans and measures of performance/effectiveness required to properly determine impact of intelligence support.• Conducts and supports CISA’s strategic and operational effectiveness assessments as required by providing specific and broad threat pictures to cyber and/or infrastructure; determines whether assessments and associated systems performed as expected and supports successful determination of operational effectiveness.• The incumbent collects, evaluates, analyses, integrates, and interprets of all available information of intelligence, to develop unique threat indicators and identify threat, tactics and methodologies required to maintain constant awareness of the status of the highly dynamic operating environment. • Data collection is specific to CISA dealing with Homeland/domestic threats to Cybersecurity and Physical security programs with special attention to National Critical Functions regarding critical infrastructure; terrorists and their capabilities; proliferation of weapons of mass destruction; targets of interest to the U.S.; counterintelligence threats; security of Federal cyber networks; national security; and strategic warning on issues of geopolitical and economic concern dealing with physical and cyber threats. • The incumbent disseminates information to CISA Leadership, CISA departments, Private Sector, SLTT, stakeholders, IC Community, and/or DOD.• Synthesizes and places intelligence information in context; draws insights about the possible implications.• The incumbent supports Presidential cybersecurity priorities that derive from the presidential cybersecurity priorities; EO 13800; supports CISA and internal departments, DHS, the IC community, Private Sector, SLTT, stakeholders, I&A, DOD, the White House, and local state entities to include research and development beyond general duties to help provide trends, patterns, in support departments who are standing up programs dealing with intelligence which will help form future intelligence requirements and provide information that shows a pattern from a cyber actor and where there is high likelihood an attack may happen which incorporates identifying challenges, threats, and even opportunities.• The incumbent uses comprehensible judgment in order to advise decision-makers within CISA leadership prepare to respond to cyber threats is critical to the Nation’s security and economy.• The incumbent assists in analytics team briefs and writes products consisting of single page products to multi page products including strategic assessments derived from OSINT and intelligence research from the IC community.• The incumbent provides timely notice of imminent or hostile intentions or activities which may impact organization objectives, resources, or capabilities. • Conducts intelligence short-and long- term planning, projection, and revision of estimates with respect to identifying vulnerabilities and protection requirements of critical infrastructure to evaluate the actual and potential risk to the Nation's critical infrastructure.• Writes, reviews, and evaluates incoming intelligence reports and information, collection plans, and programs to support the CISA mission to lead the national effort to understand and manage cyber and physical risk to our critical infrastructure.• The incumbent maintains a comprehensive knowledge of CISA’s mission to include its intelligence program role and its relation to national intelligence activities as well as an understanding of the functions and operations of other intelligence organizations, even though unrelated to their own special fields. • The incumbent develops familiarity with related nonintelligence activities to include broad knowledge of the influence of their impacts on the National Intelligence Program. • Maintain knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world; and the ability to present and argue for a position effectively.• The incumbent prepares and reviews finished intelligence reports (basic-descriptive, current-reportorial, or speculative- estimative), collection plans and manuals, and guides. • Serves on top-level IOD working groups or committees (e.g., SLTT, CISA HQ, I&A, etc) to evaluate, discuss, test, and validate intelligence analysis, and collection programs, plans, guides and manuals before they are finally approved and released by CISA Intelligence or IOD leadership.• The incumbent maintains knowledge and understanding of computer networking concepts (access control, anti-malware, application, email, firewall, etc) and protocols (IPSec, SSL/TLS, Kerberos, etc), network security methodologies and peripherals (e.g., CPUs, Network Interface Cards, data storage) that support the analysis of adversary threat intrusion and other activity.• The incumbent establishes innovative research methodologies (target-centric intelligence cycle, case studies, etc) to solve analytical problems when raw/finished intelligence materials or other sources contain information gaps and are difficult to validate. • Recognizes the significance of patterns in data and develops methodologies to make projections and draw conclusions regarding potential manmade or natural threats/risks to the Nation's critical infrastructure. • Provides research, analyses, and recommendations to leadership and other intelligence subject matter experts on the adaptation of new and advanced threat technologies. • Maintains familiarity with Intelligence Community databases such as Pulse and makes recommendations as to their adaptability and use by IOD.• The incumbent develops and maintains coordination and liaison with counterparts and colleagues throughout the intelligence, infrastructure protection, and security communities. • Represents IOD on quarterly (and sometime more frequent) interagency intelligence and infrastructure protection working groups and committees. • Routinely serves on CISA review committees to evaluate, discuss, test, and validate intelligence research methods, reports, plans, and guides under review and approval. • Serves as coordinator on DHS Intelligence Enterprise-hosted coordination and analytic boards.• The incumbent works closely with members of the DHS critical infrastructures and key resources (CIKR) sectors. • Plans for actual and potential issues and presents findings and recommendations to superiors and policymakers on all aspects of assignments. • Mentors lower grade CISA Intelligence analysts/specialists in organizing material, developing, and applying basic analytical techniques, and preparing final products.

- Experience with researching and producing Finished Intelligence products.
- Experience with analysis and Briefing Skills.
- Experience with Classified Networks and reporting databases.
- Knowledge of National intelligence policies, regulations, and compliance documents related to cyber and infrastructure defense.

Experience with researching and producing Finished Intelligence products, analysis, and Briefing Skills desired. Experience with Classified Networks and reporting databases required.
