Attorney-AdvisorThis internship is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of General Counsel (OGC). The General Counsel is the Chief Legal Officer for the Office of Administration. The Office of the General Counsel provides the full range of legal advice and services to officials of OA.
MAJOR DUTIES:1. Provides legal advice and counsel on extremely complex and difficult legal and policy issues affecting OA and EOP officials in areas of assignment. The work may include appropriations and fiscal law; ethics and compliance; information and cyber law (including such matters as privacy, records, cyber security, and information security); litigation of claims and other matters; personnel law and equal employment opportunity law; procurement law; and security law (including such matters as personnel security and physical security). Conducts investigations into substantive legal areas as required by law. Reviews current and pending legislation in assigned areas with respect to the potential effect of such legislation on OA officials and activities. 2. Works effectively across one or more areas of law listed above, as required. Provides oral and written advice and guidance to OA officials on legal issues, including statutes, regulations, directives, guidance and case law. With supervision, the incumbent may be required to handle tasks in which there is little or no precedent, conflicting guidance, and/or evolving areas of law. All work is subject to review for soundness of approach and argument, application of legal principles, and consistency with governing policies and procedures. 3. Identifies legal issues, demonstrates an understanding of the role and mission of the EOP and OA, and effectively coordinates within OA and with other legal counterparts in EOP. Reviews and interprets legal precedent and applicable legislative history, and presents information orally or in writing to the General Counsel and Deputy General Counsel. Presents information to senior OA management and counterparts in other EOP components, normally through a supervisor (i.e., General Counsel or Deputy General Counsel). 4. Drafts and reviews relevant documents and develops memoranda or other written responses from OA on legal matters. Provides legal advice and support to OA divisions, including participating in meetings, reviewing drafts and products, and providing information about legal issues, concerns, and approaches to a variety of levels of staff and managers. Analyzes and provides recommendations on proposed actions or approaches of projects that the OA is undertaking; explaining risks, legal considerations, and options to a variety of levels of staff and managers. Provides briefings, presentations, and trainings to OA and EOP staff and senior officials on subjects required by law and others mandated by leadership.
Incumbent will be subject to a Single-Scope Background Investigation (SSBI) or Tier 5 equivalent investigation which must be favorably adjudicated.Incumbent must be able to obtain and maintain a Top-Secret security clearance.This is a Drug Testing Designated Position (DTDP) and is covered by the EOP Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the EOP.

There are no out of pocket expenses for this position. The Servicemember will continue to receive military pay and benefits throughout the internship and is responsible to secure his or her own housing.The Servicemember will not receive pay and benefits such as wages, transportation stipends, and/or any other form of compensation from OA, for the duration of the internship (per DODI 1322.29 Enclosure 4, paragraph 1c.)
