Minot AFB
The candidate will provide support to the Hazardous Waste and Hazardous Materials management programs at Minot Air Force Base (AFB) located in Minot, North Dakota. This is a full-time position that will be performed onsite at Minot AFB. The candidate is not required to have experience in all listed areas but must be willing to be trained.
ABOUT THE JOB
Perform services in support of Hazardous Waste (HW) management and in compliance with the Hazardous Materials Transportation Act (HMTA) and 49 Code of Federal Regulations (CFR)- Department of Transportation (DOT); Resource Conservation and Recovery Act (RCRA); other applicable federal laws, including 40 CFR Part 264/265, Subparts A through E, state, and local laws and regulations; related Department of Defense (DoD) and Department of Air Force (DAF) directives, including DAF Instruction (DAFI) 32-7001 Environmental Management, Air Force (AF) Manual [AFMAN] 32-7002 Environmental Compliance and Pollution Prevention, and guidelines included in the Hazardous Waste Playbook; and installation-level Hazardous Waste Management Plan(s) (HWMP).Provide support to the installation Hazardous Waste Program Manager with HW management services to include HW collection; HW accumulation site assistance; sampling and analysis of waste for characterization; HW monitoring systems; implementation and management of waste tracking systems; HW, RCRA, and nonregulated waste characterization and inventories; preparation of reports related to HW management; annual characterization including interpretation of laboratory analysis; entering all required waste data into Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS); supporting preparation of, and updates to, the HWMP; identification of treatment and disposal sites; recordkeeping; training; compliance inspection or audit support; contaminated rag exchange and rag laundering; Hazardous Waste Accumulation Site (HWAS) operations, excluding any real property upgrades or improvements to the facility; and preparation of new or modifications to existing hazardous permits.Perform services in support of Hazardous Materials (HM) management and in compliance with the HMTA, RCRA, Emergency Planning and Community Right-to-Know Act (EPCRA), OSHA; all other applicable federal, state, and local laws and regulations; related DoD and DAF directives; and installation-level protocols, policies, and plans. Hazardous materials management services shall include HM product research, evaluation, and substitution recommendations; assistance with process authorizations and tracking System Authorization Access Requests (SAARs); maintenance of HM control or tracking systems including Authorized User Lists (AULs); maintenance of HM control or tracking systems; maintenance of HM database or web-based management tools (e.g., EESOH-MIS, eDASH, SharePoint); development of compliance and pollution prevention (P2) education and training materials; identifying and inventorying HM; obtaining, filing, and posting of Safety Data Sheets (SDSs), support in the preparation of Toxic Release Inventory (TRI) reports and other reports required by EPCRA; support of operations and management of the Hazardous Materials Pharmacy (HAZMART); and support of the Hazardous Materials Management Process (HMMP).Other related job duties as assigned.
RESPONSIBILITIES
- Perform services in support of Hazardous Waste management and compliance with various federal, state, and local laws.
- Support the installation Hazardous Waste Program Manager with management services including waste collection, site assistance, sampling, analysis, and monitoring.
- Perform services in support of Hazardous Materials management including product research, tracking system maintenance, and development of compliance and pollution prevention education.
QUALIFICATIONS
- Basic working knowledge of Microsoft Windows Operating Systems and MS Office software packages.
- Must have a valid U.S. driver’s license.
- Ability to obtain and maintain Department of Air Force background investigation.
- U.S. citizenship.
- Ability to pass Motor Vehicle Record (MVR) check.
- Capable of obtaining/maintaining a DoD Common Access Card.
- Capable of lifting 50 pounds, wearing an air-purifying full-face respirator and SCBA.
