The incumbent is directly responsible for the efficient and timely planning and coordination of major staff actions and events. Ensures that actions are consistent with overall Program Office direction and resources. Directs and orchestrates meetings and conferences to ensure that stated and implied goals are achieved, and appropriate follow-on actions are completed. Advises Director/senior leadership on relevant CBP/IS/RPPMO matters (e.g., plans, initiatives, issues, futures, and policies). Coordinates with GSA, DOJ, DHS, CBP, OFAM and IS/RPPMO staff and with elected officials on major and sensitive actions. As a matter of routine, represents and speaks for the Program Office in meetings and deliberations with these agencies. Frequent information briefings and meetings are held.Establishes overall Program Office managerial and administrative objectives, develops long range plans, and identifies required resources to promote an efficient, economical, and progressive organization. Interprets and implements organizational and higher echelon policies and regulations. Assigns responsibility for the accomplishment of specific functions and establishes direction for PMO in setting organizational goals. Coordinates the accomplishment of major projects, and is responsible for policies, plans, procedures, and analysis that directly shape and improve the Program Office.Reviews all programs for effectiveness and ensures that trends are identified and presented in concert with the urgency dictated by the condition and need to be addressed. Determines programs that require closer review and evaluation, provides OFAM RPPMO perspective on all CBP operational programs, and serves as an integrator or lead on selected programs, projects, and subprograms at the request of the OFAM Assistance Commissioner, Deputy Assistant Commissioner, or IS Director. Reviews staff proposals for evaluation and performance management and modifies as necessary. Identifies and directs necessary corrective actions for programs and ensures that successes, failures, and lessons learned are recognized and shared with other Program Offices that might benefit. Continually evaluates and analyzes the organization for efficiency of operation. Identifies functional areas where revisions may be necessary and directs the development of studies or concept plans to provide the necessary information for a final decision.
