Observe daily operations for the Financial and Business Operations Division of Public Works. This includes shadowing the Management Analyst as they review and enter the Capital Improvement Budget for the FY27 Budget, shadowing the Accounts Payable and Purchasing Specialist as they review and enter invoices for the department and order uniforms for staff, shadowing the Administrative Coordinator as they finalize the Operating Budget for FY27. The participant will gain a comprehensive understanding of the financial and business operations of a municipal Public Works Department. Through observation and job shadowing, the participant will learn how operational divisions support financial decision-making; how Capital Improvement and Operating Budgets are developed, reviewed, and finalized; how accounts payable, purchasing, and invoicing are processed; and how billing for inspections related to private development projects is tracked and reconciled with deposits. The participant will also gain exposure to Public Works field operations, including the Transfer Station, Street Operations, and Wastewater Collections, to understand how service delivery translates into budgeting, billing, and financial oversight.
Performs routine financial and accounting duties including reconciliations and journal entries; assists in preparing financial statements, reports, and general financial functions.Oversees various accounts payable processes; assists in the preparation of year-end accruals; supports invoice and procurement procedures, develops and delivers AP training; provides guidance and assistance to City employees on the MUNIS Financial System software; performs a variety of work to support contract execution and payments; serves as the Vendor Registration Administrator; and functions as the purchasing card (PCard) Administrator for the City. Work also includes providing administrative support to the City’s purchasing staff and internal customers.

The participant will gain documented on-the-job training hours and practical exposure to municipal financial and business operations, including public-sector budgeting, accounts payable, purchasing, and development-related billing processes. Skills and experience gained through this program are transferable and applicable toward future civilian employment in public administration, financial management, budgeting, and business operations
