Budget AnalystThe primary purpose of the position is to perform a full range of analytical, technical, and administrative duties related to formulating, executing, and monitoring a Federal budget for specifically assigned organizations, object classes, substantive programs, and/or support activities. The budget for which the incumbent is responsible typically includes either a wide range of object classes and line items for one or more substantive programs and organizations, or fewer object classes and accounts through which a wide range of program areas are funded. The duties include a wide range of budget activities in accordance with well-established policies and procedures such as: formulating and executing operating budgets; monitoring costs, commitments, and accomplishments; interpreting and implementing Washington Office (WO) directives; developing supplemental directives at a local program level, etc. The position is responsible for planning and carrying out complex assignments, adapting guidelines for application to specific cases or problems, analyzing the results, and recommending changes to existing procedures and methods. The position shall ensure compliance with all governing laws and regulations (e.g., the Anti-Deficiency Act).

ABOUT THE JOB

Budget FormulationDevelop, review, and consolidate annual and multi-year budget estimates, justifications, and proposals. Analyze financial data to ensure alignment with priorities and compliance with regulations. Provide budget guidance to managers and adapt policies to local needs. Evaluate and refine budget submissions, ensuring consistency and strategic focus.Budget ExecutionManage and monitor fund allocations, expenditures, and revenue collections. Track labor costs, oversee financial coding, and ensure proper fund distribution. Identify and resolve budget inconsistencies, facilitate fund transfers, and optimize year-end closing.Financial Analysis & ReportingExtract and analyze budget data to support decision-making and monitor financial trends. Apply analytical techniques to assess budget impact and efficiency. Prepare financial reports, respond to inquiries, and ensure expenditures align with strategic goals and spending limits.

OTHER

Located at Bureau of Land Management - National Interagency Fire Center. U.S. Citizenship is required. You cannot hold an active real estate license; nor can you have an interest or hold stocks in firms with interest in Federal Lands. Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
