Contract Specialist (COR) / Federal Protective Service (FPS) / DHS
The incumbent serves as a Supervisory Contracts Management Analyst (COR) responsible for providing expert knowledge and understanding of project management principles, other official guidance and contracting principles, including the most appropriate procedures and techniques sufficient to plans, develop, and implement the acquisition of products and services for the Management Directorate, Federal Protective Service Programs.

ABOUT THE JOB
The incumbent performs Supervisory duties and responsibilities that are contract support and project-specific, including personnel supervision or personnel actions. With respect to the Contracting Officer Representative (COR) duties and responsibilities, the Supervisory COR has the experience, training, and existing FAC-COR Level III or equivalent, which results in him/her receiving the typically complex, large dollar value, occasionally unique contracts, and work may address significant risk areas. The incumbent will be responsible for monitoring the work of designated Program Office CORs on their assigned contracts. Ensures that CORs coordinate with subject matter experts on all support issues that may arise in the pre-planning, planning, technical evaluation for source selection, and other duties delegated by the Contrasting Officer. Oversees and provides leadership and technical assistance to CORS on performing comprehensive and substantive monitoring and oversight of contracts. Oversees and coordinates the preparation of detailed procurement requests including, contract work descriptions, independent cost estimates, market research, and evaluation criteria.In addition, responsible for administering contracts in support of mission-oriented programs of the FPS. Executes Contracting Officer Representative (COR) management duties and responsibilities in accordance with FPS delegated responsibilities as stipulated in the COR Appointment Letter and serves as a COR on one or more contracts. Duties serving as a COR are to administer contracts covering one or more vendors, within a multi-state region; coordinates with regional program officials and supervisory staff, various headquarters divisions, and designated law enforcement subject-matter expert(s) for contracts within the regions. Monitors contractor performance and ensures that all contractual requirements are met. Leads or coordinates lower graded employees in the reviews and evaluations of these complex programs; and will. Provides guidance and assistance to lower graded specialists.The incumbent serves as the technical advisor and liaison between the Directorate, Procurement Analysts, and Contract Specialists to convey organizational needs and the necessary procedures to obtain critical contracted services and FPS supplies. Conceptualizes, initiates, and advises management on the required services and supplies needed throughout the command. The incumbent analyzes to include contracting requirements, production, modification, and disposal of systems, supplies, and services necessary to reach projected goals and meet mission requirements. Provides long term management oversight of contract orders and basic ordering agreements to include developing alternative approaches; ensuring the most cost-efficient means are used to acquire supplies and services. Conducts various phases of the contract administration process to include market research, cost and price analysis, solicitation, and selection sources, and provides management advisory services concerning the preparation, negotiation, and award of contracts.
RESPONSIBILITIES

QUALIFICATIONS
- Experience, training, and existing FAC-COR Level III or equivalent.
- Ability to oversee and provide leadership and technical assistance to CORS on performing comprehensive and substantive monitoring and oversight of contracts.
- Skills in coordinating the preparation of detailed procurement requests including contract work descriptions, independent cost estimates, market research, and evaluation criteria.
