This is a developmental position re-engineered at less than the full performance level for recruitment and training purposes. The duties of the position are similar to those of the target grade XH-5786-06. Performs entry level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of assigned work.
ABOUT THE JOB
ASSISTANT SMALL CRAFT OPERATOR - As Assistant Operator, incumbent is responsible for the operation and maintenance and proper care of a 60', hydrofoil assisted, catamaran, survey boat powered by twin turbo charged diesel engines, 1400 hp communication, plumbing and heating systems, main and auxiliary marine generators, and accessories. Conducts sophisticated and computerized hydrographic surveys within all types of conditions. Pilots and operates survey vessel engaged in transporting survey personnel performing such work as side scan sonar, marine magnetometer investigations, and detailed multi-beam and single beam hydrographic surveys. Other operations for the vessel include assisting the USCG with range placement, acting as a dive platform, transporting passengers during tours and personnel to replace and repair auto tide gages, etc. May also perform dragging operations when locating wrecks and other obstructions to navigation, etc. Assumes accountability for the safekeeping and preservation of all property and equipment on the vessel. Maintains operating and machinery log. Operates and navigates survey vessel during all phases of hydrographic surveys. During performance of hydrographic surveys, steers the vessel along designated ranges which requires a high degree of skill in maneuvering the vessel. When operating the boat, maintains as far as possible a constant rate of speed on definite ranges between shorelines and in open water, regardless of condition of water or current. Makes proper allowances for yawing and wind effects and minor alterations to ease over larger waves. Controls speed while operating in heavy wind conditions. Pilots survey vessel by electronic steering indicator when surveys are controlled by navigation computer utilizing differential global positioning systems as the primary navigation device. Steers boat alongside of moving plant or craft, steers vessel by operating controls in pilot house requiring ability to maneuver the boat in all kinds of weather and at times on very rough open water. Operates and steers boat on prescribed and accurate courses during process of taking deep water soundings by use of depth recording. Operates smaller survey vessels in performance of same duties as required. Gives passing signals to approaching vessels and follows navigation rules and regulations. Transports officials on inspection tours of harbors and projects in the coastal areas and in case of overnight travel or emergencies. Transports dive team and other personnel to applicable dive locations. Positions vessel over the location(s) to be investigated by dive team which requires the knowledge and skills to take into account the effects of tides, winds, and water currents to position and anchor the boat such that the final anchored position is over the desired location(s). May also be required to position the boat at a specific point for assistance in positioning/placing USCG placed ranges and beacons which may require the same positioning techniques. Transports personnel on smaller vessels to disposal areas for monitoring and/or study purposes. Occasionally serves as Pilot on various other units of plant when they are being moved through coastal waters. May be called on by other offices within the District to pilot various units of plant at those respective offices. Maintains survey vessel, engines, generator, and all other systems in safe and good working condition. Performs routine preventive maintenance and makes minor repairs to engines, generators, air compressors, lubrication, cooling, air induction, fuel and engine starting systems, etc; cleans and/or replaces worn and defective parts. Assists with major repairs to hull, engines, electronics and other systems and equipment as necessary. Serves as inspector for any major repairs being conducted under contract. Coordinates maintenance/repair work and requisition of supplies and materials necessary to maintain the boat. Maintains an accurate, up-to-date, log of daily operations and prepares reports of operations as necessary keeping the office informed thereof.

QUALIFICATIONS
- Ability to operate and navigate survey vessels in all types of weather and water conditions.
- Skill in maneuvering vessels and maintaining a constant rate of speed in varying conditions.
- Knowledge of electronic steering and navigation systems including differential global positioning systems.
- Ability to perform routine preventive maintenance and minor repairs on marine engines and systems.
