Multiple (3) vacancies for this announcement. THIS ROLE IS IN PERSON IT ARLINGTON, VA. CISA’s Component Counterintelligence Element (hereinafter referred to as CISA Counterintelligence), under the Office of the Chief Security Officer’s Threat Management Subdivision, is seeking to enlarge the stewardship of the veteran and counterintelligence community through augmentation of DoD Skillbridge service members. DoD Skillbridge service members will have an opportunity to sustain and expand internal counterintelligence (CI) operations that protect CISA from foreign intelligence threats. CISA Counterintelligence supports the detection, deterrence, exploitation, and neutralization of foreign intelligence entity (FIE) activities directed at CISA’s mission, operations, personnel, facilities, information, and equity. This requirement supports national security objectives and includes alignment with Departmental Agency, and broader Intelligence Community initiatives and directives.
Skillbridge personnel shall support CISA’s internal and external counterintelligence mission through execution of CI functional services. This includes proactive identification and assessment of potential threats, coordination with internal security programs, interagency partners, support to insider threat activities, and preparation of CI awareness, education, and risk products. Functional services form the foundation of CI support operations and critical to prevent hostile intelligence activities directed against CISA. Skillbridge personnel, at the direction and cooperation of the government, shall.• Support the intake, review, and processing off referrals, internal and external correspondence, and ensure timely routing and response to appropriate government officers as well as documentation.• Develop and conduct CI prebriefings, post-briefings, and awareness briefings for CISA personnel related to foreign travel, foreign contact, and general threat awareness.• Support the development and maintenance of CI-related templates, checklists, and briefing materials used in functional services or operational support.• Participate in the preparation and delivery of defensive counterintelligence briefings involving threat and risk to internal and external stakeholders.• Assist in conducting and documenting site surveys and facility risk reviews to identify counterintelligence-related vulnerabilities exploitable by FIE.• Conduct CI portion of threat vulnerability assessments and integrate findings into consolidated reporting products, data repositories, and briefing programs.• Collaborate with the agency Physical Security, Personnel Security, Information Security, Operations Security, Sensitive Special Access or Compartmented Access Security staff to integrate CI perspectives, policy, and initiatives.• Support the Insider Threat Program by providing CI analysis, expertise, case intake support, and participating in insider threat working group meetings as directed.• Develop, support, deliver, and update CI awareness, education, and training initiatives, including briefing development, content review, delivery, and dissemination of education material.• Maintain accurate records of weekly activities reports, briefings, or debriefings conducted, referrals processed, and engagements executed as part or on behalf of the CISA CI program.• Provide written or oral summaries of findings, assessments, or engagements, as requested by government CI personnel.• Liaise with other agency stakeholders and external entities to coordinate and communicate relevant CI concerns, provide advice or assistance.• Identify trends, anomalies, and indicators of foreign intelligence activity through review of travel data, contact reporting, and other security incident reports.• Track and monitor CI metrics related to functional services output, and assist in generating internal reports on CI activity, as directed, on a routine basis, such as weekly, quarterly, or annuallySkillbridge personnel shall support CISA’s counterintelligence collection and reporting mission by preparing, reviewing, and managing CI information products, conducting research to develop targets, compiling metrics, and supporting debriefing activities. Collection and reporting activities are critical to generating actionable counterintelligence, identifying emerging threats, and ensuring accurate information flows to the Intelligence Community, and CISA stakeholders. Skillbridge personnel, at the direction and cooperation of the government, shall:• Review draft and edit CI Information Reports (CIRs) using provided templates and reporting standards to ensure completeness, accuracy, and timeliness.• Review draft and edit raw Intelligence Information Reports (IIR) using provided templates and reporting standards to ensure completeness, accuracy, and timeliness.• Support the development of new CI collection leads by conducting research, database queries, interagency liaison, and internal and external reviews aligned with mission priorities.• Compile CI collection metrics and maintain databases to track quantity, quality, and timeliness of CI reporting outputs.• Prepare background packets and research summaries in support of CI debriefings of personnel, foreign visitors, contractors, and other designed subjects upon request.• Review debriefing summaries and collected information for accuracy, relevancy and CI value, and prepare recommended edits or corrections.• Provide detailed notes about meetings attended.• Assist in the maintenance of CI management systems, including inputting leads, tracking report submission, and updating status logs. • Utilize CI/HUMINT information systems to monitor, track, input, evaluate, assess, modify, and information.• Conduct targeting analysis to identify individuals, networks, or foreign entities for potential CI action.• Summarize identified vulnerabilities, collection opportunities, and targeting priorities based on validated information.• Ensure proper classification, dissemination, and archival of all CI/HUMINT reporting products in accordance with Department, Agency, and IC guidelines.• Support the identification and validation of sources of CI value through data and other US Intelligence Community holdings.• Assist in recommending additions or adjustments to CI collection requirements based on identified gaps, reporting, or trends.• Participate in Intelligence Community, Department, or Agency CI/HUMINT planning meetings and working groups.• Conduct research and compilation of information required for preparation of CI briefing materials related to collection results or findings.• Provide technical editing support to reports prior to final government approval and dissemination.• Track and report status of draft reports under development, pending review, or awaiting government action, as directed• Maintain familiarity with current collection of information systems, databases, priorities, posture documents, proposals, concepts, campaigns, and requirements related to counterintelligence.
MUST HAVE TS/SCI. Military Grade: E-5 through W-3/O-3 preferred, but all ranks considered. Critical infrastructure protection; cyber operations; incident response; technology protection; research, development, testing, and evaluation (RDT&E) desired. Minimum Availability due to program operations tempo and learning-curve ramp-up, a minimum of 90 days is required; ideally 120 days.
