Serves as a Medical Technician in a Military Entrance Processing Station. Incumbent of this position provides assistance to the examining Medical Officer with applicant examination, identification of physical abnormalities (e.g., missing digits, scoliosis, pes planus), to include discovery of disqualifying enlistment/retention factors, and determination of applicant's fitness for military duty.

ABOUT THE JOB

MAJOR DUTIES:1. Screens applicants records for conducting physical examinations. Screens medical records from various health care providers concerning current or past medical conditions, determines applicability of the information for conditions that could be disqualifying for entrance or retention in the military, and then refers those records to the Chief Medical Officer (CMO). Interviews applicant's for any medical conditions that could affect test results. Determines types of medical examinations required and any special testing due to age or Service requirements). Briefs applicants on proper procedures to follow during the audiometric tests and queries applicants for any medical conditions that could affect the test results. Briefs applicants on proper collection procedures for a variety of laboratory tests. Demonstrates tests to eliminate applicant test procedure confusion in order to minimize false failures, as required. Explains and demonstrates orthopedic/neurological examination. Explains disqualifying conditions or factors to applicants and provides initial counseling for pregnancy discoveries.- Takes and records blood pressure and pulse rate. Performs phlebotomy procedures to obtain blood samples for Human Immunodeficiency Virus (HIV) and other laboratory tests, using USMEPCOM-standard safety precautions. Determines how specimens must be processed, completes required forms, operates centrifuge to separate specimens, processes packages, and ships all specimens. Ensures OSHA requirements for the proper use, storage, and disposal of needles are met. Ensures the proper disposal of biomedical hazardous waste. Labels and numbers tubes ensuring quantity of sample is sufficient for tests to be performed. Assigns unique laboratory accession number and re-verifies all information to ensure accuracy. Directly observes applicant's urine donation for drug testing and urinalysis, ensuring quantity of sample is sufficient for tests to be performed. Performs multiple laboratory tests on urine samples and interprets and documents results to determine albumin, sugar content, and pregnancy. Organizes samples, matching the sequential order of these samples as listed on the chain of custody documents requiring special handling. Explains and conducts Breath Alcohol Tests (BAT) on all applicants to determine applicant intoxication. Prepares Drug and Alcohol Test (DAT) control logs, labels specimens, obtains control log signatures and specimen label initials, quality checks chain of custody document ensuring no information is missing or in error, prepares packages and ships specimens to testing laboratory. Maintains strict and detailed chain of custody documentation.- Removes cerumen (earwax) using specialized equipment. Assesses applicants while performing the removal procedure to determine any adverse reactions and to prevent injury to the ear canal. Administers audiometric (hearing) tests. Operates the audiometric equipment to determine the applicant's hearing acuity. Conducts near/far visual acuity, color vision, and depth perception optical (vision) tests. Operates a variety of vision testing equipment such as the Armed Forces Vision Tester, an auto-refractor, and color vision tests such as the pseudo-isochromatic plates (PIP). Conducts pinhole vision tests as needed. Uses regulatory standards and judgment to conduct valid practice tests, discontinue tests as required and determines passing and failed test results. Briefs and prepares applicants for electrocardiograms (EKGs) and operates electrocardiograph equipment. Interprets and evaluates EKG results based on previous experience and observations to ensure a valid tracing.- Measures and records height and weight. Performs Service specific tape tests to determine body fat content. Performs required calculations and records return date on medical forms for those applicants who did not meet height/weight standards. Determines applicant's eligibility for the Assessment of Recruit Motivation and Strength (ARMS) test. Explains, demonstrates, observes, and evaluates applicant performance of the test. Manages the processing of ARMS applicants and inputs data into the medical record and computer databases for the ARMS test results.- Provides assistance with the handling of unusual or difficult situations such as priority of emergencies, interpretation of doctor's orders, managing unruly applicants, etc. Monitors the applicants for any adverse reaction to the blood draw, responding to problems and contacting the CMO if serious reactions or emergency conditions exist. Directs or performs immediate first aid to applicants with adverse reaction to blood draw, ear lavage procedures, or environmental stress (nervous).- Determines if applicant has disqualifying results, ascertains reason and determines if a retest is warranted and the time frame for the retest. Confirms abnormal tests results and reports findings to the CMO. Records results in the medical record and performs data entry of results in the USMEPCOM-unique computer system. (50%)2. In-processes applicants. Verifies applicants identify using previously captured biometrics (digital fingerprints and photographs) or captures applicant's biometrics if first-contact with the MEPS.- Maintains applicant's medical record during the examination process. Assist applicants in the completion of various forms required for the physical examination process. Handles Privacy Act information on a daily basis and is responsible for protecting paper and electronic versions of all data. Performs Quality Review Procedures (QRP) on medical records. Documents discrepancies and submits corrective action/suggestions for resolution to the applicant's Service representative. Prepares and annotates reports and logs to document results. Prepares and transcribes medical data into the USMEPCOM-unique applicant computer system, assigns ICD-9 codes, monitors files, and responds to basic Dial-A-Medic questions. Manages HIV/DAT reporting. Receives results and ensures accurate and timely recording of the results into applicant's medical records. Prepares quality assurance review control documentation. Prepares notification letters, quality checks applicant identification against test results, and then gains required signatures for positive or indeterminate result cases. Inputs and updates applicant data from medical records into computer databases. Maintains control log, custody logs & rosters, and treatment center referral list in accordance with regulation and policies.- Manages medical consultations to include verifying doctor's orders or requests from the Service liaisons. Coordinates necessary evaluations and applicant's transportation for consultations. Tracks and processes consult reports and forwards to the CMO. Facilitates frequent communication among Service liaisons, medical staff, and consulting doctors to expedite applicant consultations and follows up on missing or delayed consults and applicant no shows. Negotiates with specialty doctors and/or offices for pricing and scheduling services. Reconciles consultation costs and inputs into database program, along with the consultation no show fees. Tracks and maintains medical assessment data. Forwards required reporting data for review by higher authority. (25%)3. Sets up and performs operator-level maintenance (including daily preventative maintenance and services) on testing equipment. Calibrates medical equipment, instruments and apparatus, including: automatic blood pressure and pulse rate machine; electrocardiograph equipment (ECG); vision testing equipment; medical laboratory equipment; audiometric testing equipment; breath/alcohol analyzer; and height and weight scales and the Welch Allyn Ear Lavage system, to include sanitation after each ear lavage and the monthly inspection of tubing and port. Uses manufacture instruction manuals and USMEPCOM requirements for equipment-specific procedures and record creation and reporting of maintenance and calibration dates and results. (10%)4. Monitors and maintains stock level of medical supplies used for applicant medical processing and restocks as necessary. Conducts periodic inventory of supplies/equipment. Accountable for the proper storage and safeguarding of supplies/equipment, including maintaining positive control of hypodermic needles. Identifies non-functional, non-disposable equipment within the medical section and researches availability and cost of replacement items with the supplier. (10%)5. Performs customer service duties and administrative office duties such as filing of paperwork and annotating logs. Ensures proper format, coding, and completion of a multitude of Department of Defense and USMEPCOM-unique medical forms. Assists with training of newly assigned employees. (5%)Performs other duties as assigned.

RESPONSIBILITIES
