The Buyer is responsible for supporting the procurement process within the Finance Office, ensuring compliance with Lea County and State of New Mexico procurement policies and statutes. This role involves assisting with purchasing activities, reviewing requisitions, managing contracts, and maintaining procurement records. The Buyer will work closely with the Procurement Officer and department directors to ensure efficient and ethical purchasing practices.

ABOUT THE JOB

Essential Duties & ResponsibilitiesLearn and apply Lea County and New Mexico procurement policies, procedures, and statutes.Assist in reviewing and processing requisitions to determine approval or rejection based on compliance requirements.Support the Procurement Officer in preparing and managing solicitations such as Requests for Proposals (RFPs) and bids.Utilize OpenGov procurement software for requisition processing, solicitations, and contract management.Research and implement cooperative purchasing opportunities, ensuring necessary documentation is completed.Obtain quotes and process emergency and sole-source procurements in accordance with procurement regulations.Manage Lea County purchasing accounts (e.g., Amazon, Staples, Officewise) and oversee administrative responsibilities.Process invoices requiring procurement approval and verify necessary backup documentation.Learn and assist with fleet card and purchasing card (P-card) management systems.Work with department directors to develop procurement plans and assist in purchasing decisions.Maintain organized procurement records and ensure adherence to financial policies.Prepare for and obtain Certified Procurement Officer (CPO) certification.Continue professional development and education in procurement practices as opportunities arise.Required Skills & QualificationsStrong organizational, communication, and writing skills.Knowledge of budgeting, governmental procedures, and ethical procurement practices.Ability to analyze financial data and procurement documents for compliance.Proficiency in procurement software and general computer literacy.Ability to work collaboratively and support multiple departments.Commitment to ongoing learning and professional certification.
