This is a developmental position re-engineered at less than the full performance level for recruitment and training purposes. The duties of the position are similar to those of the target grade GS-0301-09. Performs entry level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of assigned work.
ABOUT THE JOB
PROGRAM SUPPORT SPECIALIST - Assists and advises the Division Chief, Deputy Chief, and Branch Chiefs in the formulation, development and direction of training and personnel management and manpower policy matters. Provides guidance and assistance to the Chief, Deputy Chief, and branch and section chiefs on Requests for Personnel Action (RPAs) including recruitment, selection, promotions, reassignments, summer hire appointments, term appointments, temporary appointments, high grades, and details. Recommends appropriate additions or changes to actions, monitors the suspense dates on referral lists, works with the Workforce Management Specialist and the Civilian Personnel Advisory Center (CPAC) staff to resolve complex personnel issues. Responsible for the management on the preparation of recruitment strategies, sources, and special programs. Coordinates with selection panel members and makes all arrangements for higher grade panel meetings. Responsible for assisting the Division Chief and Deputy Chief with processing performance and/or incentive awards. Maintains a Position Description library for all PDs within the Division. Works with the CPAC staff to identify possible classification changes and position or employee impacts.
