Contracting Specialist
A member of the Cybersecurity and Infrastructure Security Agency’s Logistics team supports CISAs efforts to enhance the security, resiliency, and reliability of the Nation’s cyber and physical infrastructure. Students will learn the centralized logistics programs that support a diverse mission and workforce that spans the entire nation.
ABOUT THE JOB
This role is located the in Arlington/Ballston/NCR. The contract specialist will be responsible for supporting Contracting Officer Representatives (CORs) in developing, analyzing, and executing contracts for the Vulnerability Management subdivision ensuring resources are properly planned for mission achievement. They will work closely with leadership to ensure that contracts are planned, analyzed for cost savings and efficiencies, and aligned with overall mission strategy. Additionally, they will be expected to utilizing contract writing tools to assist CORs in writing simplified acquisitions, cooperative agreements, interagency agreements, contracts, delivery orders, blanket purchase orders. Support CORs in performing all pre-award functions (e.g., issues solicitation documents, reviews bids, determines financial responsibilities and performance capability for bidders) in compliance with Federal Acquisition Regulations and Agency policy. Support CORs in preparing solicitation documents, analyzing proposals Analyze data submitted for consistency with financial and program objectives, and adherence to instructions. Developing singular, specific, and multi-audience presentations, summaries, and other communications in a clear and concise manner to organize work assignments.
RESPONSIBILITIES
- Supporting Contracting Officer Representatives (CORs) in developing, analyzing, and executing contracts for the Vulnerability Management subdivision.
- Ensuring resources are properly planned for mission achievement.
- Utilizing contract writing tools to assist CORs in writing simplified acquisitions, cooperative agreements, interagency agreements, contracts, delivery orders, blanket purchase orders.
- Supporting CORs in performing all pre-award functions including issuing solicitation documents, reviewing bids, and determining financial responsibilities and performance capability for bidders.
- Preparing solicitation documents, analyzing proposals, analyzing data submitted for consistency with financial and program objectives, and adherence to instructions.
- Developing presentations, summaries, and other communications in a clear and concise manner.
QUALIFICATIONS
- Must be in the NORVA / NCR area.
- Secret clearance required.
- Strong verbal and written communication skills.

- Experience using Excel.
