This SkillBridge fellowship prepares transitioning Service Members to function as an Emergency Management (EM) consultant who plan, exercise, and improve organizational resilience across the preparedness, response, recovery, and mitigation mission areas. Over 24 weeks, fellows complete a structured learning path paired with hands‑on work products—plans, exercises, after‑action reports, and improvement plans—aligned with industry‑standard practices (e.g., hazard/risk analysis, COOP, ICS, HSEEP, crisis communications, and recovery planning).
This position will support the development of plans, training programs, and exercises for clients at the local, state, and federal level, as well as private sector and non-governmental organizations. This will include the development of both “all hazards” emergency operations plans and continuity of operations plans. Work includes research and analysis of plans, procedures, and policies in the emergency management field, as well as the review of after action reports from exercise and incidents. The position will develop and conduct stakeholder outreach to include surveys and interviews. And, support to the design, development, conduct and evaluation of exercises in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP)
