Serves as principal advisor to the District Commander, Deputy Commander, and district Corporate Board staff on matters relating to strategic civilian workforce management. Develops a process for employee full life cycle activities; develops, plans, and conducts interviews and surveys to identify current and anticipated areas of need and sets appropriate employee full life cycle goals in concert with organizational staffing needs. Develops and executes placement plans, strategies and innovative business practices and provides technical advice and assistance to supervisors and management personnel regarding the available hiring flexibilities, incentives and best practices. Develops and utilizes short- and long-range staffing plans and strategic recruitment, integrating the recruitment needs of the District’s organizational elements with CHRA, and other offices involved in assisting in filling engineering, scientific, construction and administrative positions.
Responsible for leading full life cycle talent management placement employee activities of highly qualified individuals for a variety of disciplines including engineering, scientific, construction and administrative occupations for mission critical positions. The position entails coordination of the external recruitment efforts with the District and servicing Civilian Personnel Advisory Center (CPAC).
