OFFICE OF TRADEThe incumbent plans, develops, coordinates, and participates in agency research programs andprojects. Performs scientific work that applies mathematical theories, techniques, and methodsfor gathering, studying, analyzing, interpreting, and reporting of statistical information. Servesas anexpert on mathematical principles. Prepares a variety of analytical reports, memoranda, andtechnical documents on immigration issues. Specific examples include but are not limited to thefollowing:Initiates investigations of administrative data based on observations in programassignment areas.Plans, researches, and implements the full scope of investigative projects requiringapplication of mathematical statistical theory.Analyzes and evaluates the accuracy and validity of data. Develops forecasting modelsfor planning purposes.Performs analysis and develops automated models for subsequent use.The incumbent determines feasibility of agency data sources for analysis and recommends ordetermines appropriate study methods and procedures. Ensures the collection of statistical dataand use of collection systems to satisfy immediate, mid-range, and long-term statistical datacollection requirement. Specific examples include but are not limited to the following:Plans and conducts project-related studies, which includes preparing specifications anddeveloping new or modifying existing processes.Selects and modifies mathematical statistical techniques and methods to produce accurateand timely analyses.Evaluates alternatives to determine the appropriate and most feasible methodology andprocedures for studying data efficiently and reliably.Plans procedures for collecting and tabulating data, recommends new or improvedmethods.Analyzes findings, evaluates statistical limitations of data, and specifies the range oflogically possible explanations.The incumbent provides technical advice to agency management officials as they develop plansfor agency programs, operations, objectives, policies, and procedures. Ensures mathematicalprocedures are applicable to established objectives. Designs and validates data to testhypotheses. Identifies methods and procedures to conduct immigration research studies, makingadjustments in methods and procedures as appropriate for statistical validity. Evaluates andmonitors execution of research projects to ensure that the implementation of the study will yieldrelevant and accurate results. Specific examples include but are not limited to the following:Prepares documentation of procedures, presents findings, details problems encountered,and generates recommendations.Performs quantitative and qualitative analysis, data quality assurance, and developinggraphics and reports based on the analysis and interpretation of formative and summativeprogram statistics of immigration and operations and capabilities.Serve as an expert on advanced concepts of operations research, statistics, scientificmethods, and techniques in identifying and solving a variety of complex data andoperational challenges.Develop strategies for measuring the design, development, deployment, maintenance, andenhancement of large-scale, advanced immigration and trade projects.Apply mathematical, statistical, economic, and other scientific methods to cost estimatingand resource optimization applications.Create complex mathematical formulas to analyze current trends and project likely futuretrends. Utilize data analysis tools (i.e. Excel, Tableau, Access) to consolidate andanalyze raw data from multiple sources or databases.Performs work in direct support of enterprise analytics projects and serves as an expert forvarious CBP program offices. Liaisons directly with program offices for the purpose ofassessing their knowledge/ decision making asset shortfalls. Collaborates in developingstatistical and mathematical models in order to bridge those gaps with tools that simultaneouslymeet highly sensitive management needs while also protecting the Agency via demonstrableregulatory compliance. Specific examples include but are not limited to the following:Creates performance measures based on current measurement gaps and changes inprocesses.Assesses performance and workload metrics. Provide trends and analysis of historicaldata.   • Proficiency in developing and modifying mathematical statistical techniques and methods for accurate and timely analyses.
  • Experience in using data analysis tools like Excel, Tableau, Access.
