Facility Security Officer (FSO) / Insider Threat Program Senior Official (ITPSO)Position SummaryThe Facility Security Officer (FSO) / Insider Threat Program Senior Official (ITPSO) is responsible for administering and overseeing the organization’s industrial security and insider threat programs in compliance with the National Industrial Security Program (NISP), 32 CFR Part 117, and applicable Department of Defense guidance. This position serves as the principal authority for facility and personnel security, insider threat governance, reporting, training, and regulatory compliance, while acting as the primary liaison with government security oversight agencies.Key ResponsibilitiesFacility Security Officer (FSO) DutiesAdminister and maintain the organization’s facility security program in accordance with the NISPOM.Serve as the primary point of contact with the Defense Counterintelligence and Security Agency (DCSA) and other government security officials.Manage personnel security clearance processing, access eligibility, and continuous vetting coordination.Conduct required self-inspections, document findings, and implement corrective actions.Develop and deliver security education and awareness training to employees and stakeholders.Ensure proper safeguarding, handling, storage, and reporting of classified and sensitive information.Identify, document, and report security incidents and adverse information in accordance with regulatory requirements.Insider Threat Program Senior Official (ITPSO) DutiesEstablish, oversee, and maintain the organization’s Insider Threat Program in compliance with 32 CFR Part 117 and applicable directives.Serve as the designated senior official responsible for insider threat governance and program effectiveness.Lead or participate in Insider Threat Working Groups and coordinate multidisciplinary stakeholders.Ensure insider threat awareness and training programs are implemented and documented.Oversee identification, reporting, assessment, and mitigation of insider threat indicators.Ensure appropriate documentation, reporting, and recordkeeping related to insider threat activities.QualificationsAbility to obtain and maintain a U.S. Government security clearance, as required.Demonstrated knowledge of the National Industrial Security Program (NISP) and NISPOM (32 CFR Part 117).Familiarity with Facility Security Officer duties and insider threat program requirements.Strong organizational, analytical, and documentation skills.Ability to communicate effectively with government officials, leadership, and internal personnel.Preferred QualificationsPrior experience as a Facility Security Officer, Assistant FSO, or security program manager.Completion of relevant CDSE coursework (e.g., FSO Program Management, Insider Threat curricula).Experience supporting cleared industry, government contracting, or regulated security environments.Work EnvironmentOffice and secure facility environment.Requires handling of sensitive and classified information.May require periodic interaction with government security representatives and audits.Employment ClassificationFull-timeSkillBridge-eligible / civilian role (as applicable)
