Development SkillBridge internship is a fully remote, open to nationwide candidates, 24-week program designed for transitioning service members with a background in technical writing, proposal development, and program management. Participants will receive hands-on training in identifying government contracting opportunities across federal, state, and local procurement platforms — including SAM.gov, PASSPort, Bonfire, eMMA (eMaryland Marketplace Advantage), eVA (Commonwealth of Virginia), NYS Contract Reporter, NYC Department of Education procurement portal, and NJ procurement portals. The candidate will learn to prepare and submit competitive proposals for IT and cybersecurity services. No new cybersecurity technical skills are taught; candidates are expected to already have relevant writing and organizational experience. Upon completion, participants will have practical, portfolio-ready experience in the full government bid lifecycle — from opportunity search through electronic submission — and will be evaluated for a direct offer of employment.
The Program Manager — Government Procurement & ProposalDevelopment will learn to plan, manage, and execute activities related to identifying government contracting opportunities across federal, state, and local procurement platforms and developing competitive, compliant proposals for cybersecurity services. The candidate enters this role with demonstrated experience in technical writing or proposal writing and will apply those skills immediately to real contracting opportunities under senior mentor supervision.The Program Manager will develop proficiency in navigating government procurement portals including SAM.gov (federal); PASSPort (New York City agencies); Bonfire (used by numerous municipal and county agencies across multiple states); eMMA — eMaryland Marketplace Advantage (Maryland state agencies); eVA — Commonwealth of Virginia eProcurement portal; NYS Contract Reporter (New York State agencies); NYC Department of Education procurement portal; and NJ procurement portals (New Jersey state, county, and municipal agencies). Using these platforms, the candidate will learn to identify, qualify, and prioritize opportunities aligned to the company's cybersecurity service capabilities. Following opportunity identification, the Program Manager will learn to prepare all components of a compliant proposal response — including executive summaries, technical approaches, management plans, past performance narratives, pricing forms, and required certifications — and will learn how to submit bids electronically through the appropriate procurement portal. This is a fully remote Position and is open to candidates nationwide.Key Responsibilities: - Navigate and monitor SAM.gov, PASSPort, Bonfire, eMMA (eMaryland Marketplace Advantage), eVA (Commonwealth of Virginia), NYS Contract Reporter, NYC Department of Education portal, and NJ procurement portals for active solicitations relevant to cybersecurity services - Identify and qualify opportunities based on the company's cybersecurity service capabilities across all platforms - Maintain an active opportunity pipeline and apply Bid/No-Bid analysis to prioritize pursuit efforts - Deconstruct RFPs, RFQs, and RFIs; build compliance matrices and proposal outlines mapped to evaluation criteria - Track and respond to solicitation amendments, addenda, and Q&A periods across all active pursuits - Write and edit all proposal sections: executive summary, technical approach, management plan, past performance, pricing/cost forms, and required certifications/attachments - Submit completed bids electronically through the designated procurement portal for each opportunity within required deadlines - Maintain organized proposal files and document lessons learned after each bid submission
