This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), in various branches and office locations supporting mission programs related to physical and cyber infrastructure security.The Management and Program Analyst serves as a key adviser on management, organizational, and program effectiveness issues. The incumbent plans and conducts complex studies and evaluations to improve the efficiency, effectiveness, and productivity of mission‑oriented programs and administrative operations.
As a Management and Program Analyst, you will:Plan and conduct management studies to:Analyze the distribution of work among positions and organizations;Determine appropriate staffing levels and skill mixes;Assess potential uses of automation to improve program and administrative operations.Evaluate management and administrative systems, including:Records, communications, directives, and documentation;Business and management practices;Administrative control systems designed to prevent waste, fraud, loss, or misappropriation of assets.Perform management surveys to:Determine compliance with agency regulations, policies, and procedures;Assess adherence to sound management practices and effective staff utilization;Review audit and investigative reports to identify needed changes or corrective actions.Conduct program evaluations by:Planning, executing, and reporting on analyses of program effectiveness, efficiency, and productivity;Evaluating changes resulting from legislative, regulatory, or demand variations;Providing findings and recommendations to management and stakeholders.Support program planning and management by:Gathering information, identifying issues, and developing recommendations to resolve substantive operational problems;Participating in the development of policies, plans, schedules, and methods to meet changing program requirements;Assisting in developing and organizing short‑ and long‑range functional plans and estimating required resources.Perform research and analysis on complex or unstable program issues:Determine required information and collect data from multiple sources;Reconcile conflicting data and develop or adapt analytical methods;Develop recommendations, proposals, and implementing procedures.Provide program and policy advice by:Interpreting and adapting administrative policies and management/organizational theories to internal program issues;Consulting with managers on program operations, special projects, training needs, and performance evaluation.Present findings and recommendations on complex issues affecting established programs, projects, or facets of larger initiatives.Perform other duties as assigned.Requirements (Conditions of Employment)You must be a U.S. citizen.You must be able to obtain and maintain a Top Secret/SCI security clearance.You may be required to submit to pre‑employment and/or random drug testing, consistent with agency policy.This position may be designated as essential personnel; you may be required to support continuity of operations during emergencies or disruptions, regardless of liberal leave or office closure status.You may be required to complete a one‑year probationary period.QualificationsYou must meet the following requirements by the closing date of the announcement.Specialized Experience – GS‑12You must have at least one (1) year of specialized experience at the GS‑11 grade level (or equivalent) performing duties such as:Applying analytical and evaluative methods and techniques to assess the efficiency, effectiveness, or productivity of mission‑oriented programs or administrative operations.Planning and conducting management or program studies, such as:Analyzing organizational structures, workflows, staffing levels, or skills mixes;Evaluating management practices, methods, procedures, or administrative support systems;Reviewing audit or investigative reports and recommending corrective actions.Developing findings, conclusions, and recommendations for improving program operations or management practices, and presenting these to management in written reports or briefings.Participating in program planning or evaluation activities, such as:Developing or revising plans, schedules, or methods to accommodate changing program requirements;Assisting in the development of performance measures, criteria, or standards;Supporting general management reviews or functional inspections for compliance with policies and regulations.Experience may have been gained in the Federal government, military, state or local government, the private sector, or non‑governmental organizations, provided it demonstrates the required level of complexity and responsibility.
