This is a developmental position re-engineered at less than the full performance level for recruitment and training purposes. The duties of the position are similar to those of the target grade GS-0089-07. Performs entry level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of assigned work.

ABOUT THE JOB

EMERGENCY MANAGEMENT SPECIALIST - The incumbent works under closer than normal supervision as an entry level in a developmental capacity receiving tailored instruction, guidance, training, and supervision designated to provide the knowledge and skills necessary for successful performance at the full performance level/target position. The work increases in difficulty, complexity and responsibility as the incumbent gains experience and demonstrates a full comprehension of the target level position. Supports the District's emergency management program including all-hazards preparedness and response and contingency readiness and operations. Conceives, develops, coordinates, and maintains a variety of related documents (plans, SOPs, field guides, OPLANS, OPORDs, rosters, databases). Reviews documents, determines compliance to guidance and regulations, makes revisions and/or updates, coordinates, analyzes, and integrates other organization comments, collects/analyzes information and data, and distributes and coordinates final products. Maintains a variety of rosters and databases, develops appropriate data forms, solicits data, collects data, and analyzes data for accuracy, inputs data into rosters and databases, produces reports, and other outputs. Identifies and coordinates training requirements and resources for emergency teams and personnel. Develops and facilitates common task and other training. Develops training guidance and standards. Estimates training resource requirements. Maintains training records. Plans, develops, coordinates, executes, and evaluates readiness tests and exercises. Serves on exercise evaluation teams. Evaluates emergency operations for the purpose of identifying lessons learned. Conceives, schedules, prepares, and coordinates after action reports. Participates in and conducts after-action briefings. Plans, develops, and conducts training on the after-action process and in implementing lessons learned. Manages the readiness, activation, operations, and deactivation of all District emergency management facilities, to include, the District EOC, Alternate EOC, ERS, COOP sites, and alternate worksites. Operates and maintains emergency management equipment and automated systems, makes ESD requests and coordinates requirements. Tracks and maintains emergency management supplies inventories. Identifies and analyzes new requirements, develops scope of work, solicits proposals and quotes, and procures or coordinates procurement. Serves as the District’s Deployment and Family Readiness Coordinator. Analyses requirements, coordinates with the Command and Management Chain to fill the requirements for all-hazards and contingency response, prepares emergency deployees for movement both CONUS and OCONUS, supports personnel while on emergency TDY and upon reintegration home. Oversees all aspects of the deployment process, to include readiness but not limited to, training, acquisition of passports, medical evaluations, inoculations, records, clearances, and visas. Tracks, monitors, and reports on personnel readiness using automated systems. Develops and maintains procedures and SOPs to facilitate personnel deployment. Prepares orders, reserves lodging and transportation, and coordinates with supporting commands for deploying emergency personnel. Develops resource estimates for personnel readiness and deployment. Develops budgets and cost estimates.

QUALIFICATIONS

  • Ability to conceive, develop and maintain emergency management documents and databases.
  • Skills in analyzing data, coordinating resources, and managing personnel readiness.
  • Experience in planning and conducting training and readiness exercises.
  • Capability to operate and maintain emergency management equipment and automated systems.
